I've dropped billions on my char as well and still have a ways to go. Its usually a mixture of things like too many visual buffs on your character, lighting from Destro Ults and other abilities making it hard to tell if you have an insta cast ready or not, sometimes youre simply too late on casting it as it runs out, and of course last but not least lag. With such a high price tag, I'm astounded at how it seems every single other sorc I see has already attained this. No matter what, expect to drop at least 2b into gear. You can probably achieve instant caster a little cheaper/easier with other helm/weapon setups, but regardless you will need RWC pendants and FAW perfectly enchanted (or close to it). Robe of Cast is a good bandaid while you're saving up for fixing RWC (last priority by the way).
As a Sorc/Warlock, your cast speed will always take priority over your damage, whether it's PVM/MVP/WoE/etc. The difference between Spell 4/4+ weapons and those with less is astounding - hence justifying the price. You might get lucky trading for a DI one, but best saving up for Skull+TSoD. CoD's are only valuable clean or with a KK card. I would strongly consider a spell 4/4 weapon - that way you don't need perfect RWC enchants either. I'm assuming dex cast time's bonus is added multiplicatively, not additively, so dex can't be used to achieve instant cast without an ungodly huge amount. The only thing I can think of is the KK card and buying a Robe of Cast for 3%, giving me a total of 99%, but I could reroll the 2nd rwc pendant to make up for the last %.
The enchants could be a little better, but I'd risk the ones I already have, and I spent a ton of money to get gears enchanted with spell upgrades instead of stat ones, and even with max enchants, I still wouldn't reach instant-cast with my current gears. 20% HP/SP for the same cast bonus as the cod I'm using. I do have a miniglasses with Dark Illusion, but I don't use it because CoD is better, even if i doubled up on 2 DI cards.

I know KK Card gives 9% at top level, but I'd have to buy another clean CoD, upgrade to 9, and buy a KK card, which will probably cost in the 1.5-2b range, not feasible. When my Aria procs, and I have Ventus on passive mode, the spells are cast instantly, but there are other sorcs that attain instant cast without the use of summons. Here's what I'm using right now, and the cast time reduction I get from it. I have spent a ton of cash on my Sorc to try to get him as strong as possible - currently sitting at high variable cast time reduction, and I was very satisfied with him until I took him into TI and saw every single other sorc there spamming spells instantly, which made me sad face, after all the hard work I put into him.
